The idea of justice has been promoted and that of revenge rejected; military action is seen as only one of many measures; its application--up to the time of writing, October 10--has been restrained; humanitarian aid on a large scale has been initiated; a distinction between the terrorists and the Taliban on the one hand, and the general population of Afghanistan on the other is recognized; as is the conviction that the terrorists do not represent true Islam.
